- Age 15 and older with 2.5 GPA or higher
- Oral interview
- Drug Screening
- Recommendation from School Principal/Superintendent

- Parent or Sibling Killed In Action
- Parent or Sibling Wounded In Action and severely disabled
- Low-Income Family
- Selected “At Risk”
